Duluth Police Seek Public’s Help In Finding Predatory Offenders

There are currently 262 predatory offenders in Duluth. The offenses range from sexual assault to kidnapping.

The Duluth Police Department is asking for the public’s help in locating a number of these offenders that are not currently in compliance with state laws.

Minnesota state statute requires predatory offenders to do a few things in order to stay in compliance.

“For instance they have to have a photograph updated twice a year, to make a face to face police contact once or twice a year,” said Sgt. Ann Clancey of the Duluth Police Department.

An offender also must notify authorities of any change in residence.
Currently, 26 offenders in Duluth are not in compliance.

“You could end up in jail and charged with a felony, state law requires these folks to stay in compliance,” said Sgt. Clancey.

The men in these photos are offenders that authorities consider their highest priority, and they are asking the public’s help in locating them.
These men range in age from 20 to 58…and their backgrounds and level of offense differ.

For victims, having an offender not registered can be a scary thing.

“You can imagine even things like getting to get groceries, and you’re wondering, where that person is,” said Lisa Kane of CASDA.

CASDA, in Superior provides a variety of support services for victims of assault.

The laws vary in Wisconsin, but the organization provides services for people in both states.

“Public information, there’s a lot of power in that, knowing. Not just comfort for the victim, but for people in areas,” said Kane.

Anyone who recognizes any of these offenders is asked to contact the Duluth Police Department.

The Duluth Police Department is considering releasing another non–compliance offender list next month.
